Two consequences, not one
The court handles the citation. The Department of Safety and Homeland Security separately administers Tennessee’s financial responsibility requirements, and that track can affect your driving privileges and registration on its own timeline.
This is the same structure as an implied-consent case in a DUI — two proceedings, two decision-makers, and resolving one does not automatically resolve the other. People deal with the ticket, assume it is finished, and find out later that something is still outstanding on the license side.
Proof matters more than anything else
A large share of these citations are written to people who had coverage and could not show it — a lapsed card in the glovebox, a policy on a phone that would not load, a vehicle insured under someone else’s policy. If you were covered on the date of the stop, obtaining documentation showing that is the whole case, and it usually ends it.
If you genuinely were not covered, getting insured before your court date matters. It does not undo the citation, but it changes what a prosecutor is willing to do, and it stops the problem compounding.
